Program description
Federal film funding strengthens the quality and diversity of filmmaking in Germany and contributes to the positive development of the film industry. The State Minister for Culture and the Media is involved in this with various funding instruments that focus on German films with artistic merit.

The Office of the Federal Government Commissioner for Culture and the Media was created in 1998 to bundle the cultural and media policy activities of the federal government in one government agency. Monika Grütters is currently the Federal Government Commissioner for Culture and the Media. As the Federal Government Commissioner for Culture and the Media, her responsibilities include continuously developing and improving the legal framework for the cultural and media sector through federal legislation, promoting cultural institutions and projects of national importance, promoting the cultural representation of the state as a whole in the public sphere, and promoting the cultural and media policy of the Federal Republic of Germany.cultural representation of the state as a whole in the federal capital Berlin, to represent Germany's cultural and media policy interests in various international bodies, to promote nationally significant memorial sites in memory of the victims of Nazi terrorism and, in cooperation with memorial sites and institutions, to commemorate injustice in the former GDR.

Funding criteria
- The person submitting the application must have his or her place of residence or place of business in Germany. If they have their residence or place of business in another Member State of the European Union or in another state party to the Agreement on the European Economic Area or in Switzerland, they must have a branch office in Germany.
- The BKM may publish information leaflets which provide more details on the individual funding areas. The respective submission deadlines as well as all documents required for the application can be found on the internet at www.kulturstaatsministerin.de/filmfoerderung. All application documents and scripts must be submitted in German.
- Film projects that contain anti-constitutional or unlawful content, have a pornographic or violence-glorifying focus or obviously offend religious feelings in a profound and inappropriate way are excluded from funding.
- Funding shall be provided within the framework of the budgetary resources available for individual measures in the field of German film. Grants shall be awarded in accordance with these guidelines and the regulations mentioned in paragraph 6. There is no entitlement to the grant; the BKM and the granting authority shall decide on the basis of their due discretion within the framework of the budget funds available. The principles of economical economic management of the Federal Film Board must be taken into account.
- Grants are generally awarded as non-repayable subsidies. The cash payments approved as grants shall be paid out in the form of share financing, unless otherwise stipulated in the notification of award.
- Sections 48 to 49a of the Administrative Procedure Act (VwVfG), sections 23 and 44 of the Federal Budget Code (BHO) and the general administrative regulations issued in this connection shall apply to the approval, payment and accounting of the grants as well as to the furnishing of proof and the examination of the use of the funds and the revocation of the award notices, if necessary, and the reclaiming of the grants awarded, unless deviations from the general administrative regulations have been permitted in these guidelines. The Federal Audit Office is entitled to audit pursuant to Sections 91, 100 BHO.
- Upon request, the BKM and/or the granting authority shall be provided with all information and documents required for an evaluation of cultural film funding.
- Grants under this guideline which are directed at businesses and companies are subsidies within the meaning of section 264 of the German Criminal Code (StGB) and 6 sections 1 et seq. of the German Subsidy Act (SubvG). Subsidy Act (SubvG). The recipient of the subsidy is obliged to inform the granting authority without delay of all facts which stand in the way of the granting, awarding, further awarding, utilisation or retention of the subsidy or which are relevant to the reclaiming of the subsidy. The facts relevant to the subsidy shall be specifically described in the application form relevant to the subsidy in question.
